Trying to conect pcf8575 to control pumps, tpa, auto refil, skimmer pump, sump pump etc

I wire like this....

after that i conect the out pin in the relay board

but the pumps stay on.. all the time

Hi!

Are you trying measure the voltage in this pins?

Remember the voltage in this pins is low (or ground). Try connect a LED 5mm for 5V and ULN pin to test.

I told to connect a LED 5mm to test your circuit as shown on schematic.
